Politics of free trade areas: tariffs versus quotas

چکیده
In this paper we compare and contrast the political viability of bilateral Free Trade Area (FTA) Agreements in the presence of tariffs and quotas. Assuming that the government maximizes a weighted sum of welfare and producer profits, we show that the political viability of FTAs varies according to whether trade restrictions take the form of tariffs or quotas. A key result is that whereas an FTA is unambiguously rejected by one of the countries under a tariff, it may be endorsed by both trading partners under a voluntary export quota or import quota that provides equal protection as the tariff. 2002 Elsevier Science B.V. Non-Tariff Barriers and Trade Liberalization∗
This paper shows that governments have no incentive to introduce non-tariff barriers when they are free to set tariffs but they do when tariffs are determined cooperatively. We then show three results. First, with trade liberalization, there is a progression from using tariffs only to quotas, and to antidumping constraints (when quotas are jointly eliminated). Second, there is a narrowing of th...
متن کاملA Theory of Dynamic Tariff and Quota Retaliation
Abstract This paper establishes relationships between static Nash equilibria and dynamic Markov perfect equilibria of tariff and quota retaliation games. In supermodular games where tariffs are strategic complements, the steady state of every, symmetric Markov perfect equilibrium must have lower tariffs than in the static equilibrium. If tariffs are strategic substitutes, tariffs in the dynamic...
متن کاملA strategic and welfare theoretic analysis of free trade areas
We construct a three-country model to determine how the formation of free trade areas (FTAs) affects optimal tariffs and welfare. We find that, at constant rest of the world (ROW) tariffs, the adoption of internal free trade induces union members to reduce their external tariffs below the Kemp–Wan [J. Int. Econom. 6 (1976) 95–97] level, and causes ROW’s terms of trade to improve and its welfare...
متن کاملFree-Trade Areas and Welfare: An Equilibrium Analysis
This paper examines the welfare effects of the formation of a free-trade area (a set of countries which abolish tariffs among member countries but let individual countries to set external tariffs). If a representative consumer has love-of-variety preferences, the welfare function exhibits supermodularity in external tariffs: when a country is constrained to charge lower tariffs on imports of so...
متن کاملModeling Tariff Rate Quotas in a Global Context: The Case of Sugar Markets in OECD Countries
We use mixed-complementarity-problem programming to implement tariff rate quotas (TRQs) in the global computable general equilibrium (CGE) LINKAGE model. We apply the approach to TRQs in sugar markets in OECD (Organization for Economic Cooperation and Development) countries. We calibrate the model on 2000 policy levels for OECD countries to reflect the full implementation of their World Trade O...
